根据中共中央中发[1984]4号文件精神,结合我省实际情况,对加快发展乡镇企业问题,作如下规定。一、加强对乡镇企业的计划指导乡镇企业生产和销售主要靠市场调节,同时也要根据可能逐步地增加纳入国民经济计划的比重。有的产品,可以直接纳入各级国民经济计划;有的产品由国营商业、外贸部门直接向乡镇企业加工订货或与国营企业协作配套,使其间接纳入各级国民经济计划。乡镇企业管理部门归口管理的产品,所需的属于国家计划供应的物资,由乡镇企业主管部门分配;不属乡镇管理部门归口管理的产品,所需物资列入国家计划的,由各级物资部门供应。大宗物资要直拨到厂,以减少中间环节。间接纳入计划的产品所需物资,由订货单位按合同规定供应。没有纳入计划的产品所需物资,主要靠市场调剂解
According to the document No. 4 [1984] issued by the Central Committee of the Communist Party of China and the actual situation in our province, the following provisions are stipulated to speed up the development of township enterprises. I. Enhancing the Planning and Guidance to Township Enterprises The production and sales of township enterprises depend mainly on market regulation, and at the same time, they should gradually increase the proportion of them incorporated into the national economic plan. Some products can be directly incorporated into the national economic plans at all levels. Some products are directly processed and ordered by state-owned commercial and foreign trade departments to township and village enterprises or are coordinated with state-owned enterprises to make them indirectly incorporated into the national economic plans at all levels. Township enterprise management departments under the management of the products required by the state plan to supply supplies, distribution by the competent departments of township enterprises; township management departments are not under the management of products, the required materials included in the state plan by the material sector at all levels supply. Bulk supplies should be directed to the factory to reduce the intermediate links. Indirectly included in the planned product supplies required by the ordering unit according to contract supply. The materials that are not included in the planned product are mainly market-based solutions
