走新型工业化道路,是我国本世纪头20年经济建设的重要任务之一。新型工业化道路,是科技含量高,经济效益好,资源消耗低,环境污染少,人力资源优势得到充分发挥的工业化道路。湖南把新型工业化提到了富民强省“第一推动力”的战略高度,正在实施新型工业化带动战略。新型工业化必须以高科技园区为载体,充分发挥市场的基础性作用;而政府的作用亦举足轻重,是让公共财政功能的发挥贯穿到实施新型工业化道路的全过程。由此,以高科技园区发展与新型工业化道路的相关研究为背景的“园区经济概论”应运而生。
Taking the new road to industrialization is one of the important tasks of our country’s economic construction in the first two decades of this century. The new road to industrialization is an industrialized road featuring high technology content, good economic returns, low resource consumption, less environmental pollution and giving full play to the advantages of human resources. Hunan referred to the new industrialization strategy of enriching the people and strengthening the province and “the first impetus” and is implementing a new industrialization strategy. The new industrialization must take the Hi-Tech Park as a carrier and give full play to the fundamental role of the market. The role of the government is also pivotal, so that the function of public finance runs through to the entire process of implementing a new type of industrialization. As a result, the “Industrial Park Economy” came into being in the background of the related research on the development of hi-tech parks and the new industrialization.
