计划经济向市场经济的转型导致城市规划的国家本位向公众本位过渡 ,而社会利益集团的复杂性更对公众利益造成威胁。在此紧要关头 ,公众参与更凸显重要。本文介绍了国外公众参与的“梯子理论”、我国公众参与的现状 ,并对不尽如人意的我国目前公众参与的现状给出了理论分析及制度建设的建议
The transition from a planned economy to a market economy has led to the transition from a national standard of urban planning to a public one. The complexity of social interest groups has also posed a threat to the public interest. At this juncture, public participation is even more important. This paper introduces the “Ladder Theory” of foreign public participation and the current situation of public participation in our country, and gives the theoretical analysis and the suggestion of system construction for the current unsatisfied public participation in our country
