督促检查是各级党委领导工作的重要组成部分,是保证党的路线、方针、政策落到实处的重要手段,是提高党的领导机关工作效率、督促各级领导改进工作作风的有效措施。作为基层党委的督查部门,本应充分发挥职能作用,切实抓好这项工作,但据笔者调查,县以下基层党委督查工作的现状却不容乐观,一些地方长期存在着工作难开展、督查难到位、决策难落实的情况。究其原因,主要有:
