国家与企业分配关系问题企业承包制是城市改革借鉴农村联产承包制经验的产物。实行承包制是出于3个考虑:一是给企业以活力;二是适应现时的企业管理水平;三是可以减少政府对企业管理的行政干涉。从历史发展的角度看,实行承包制有其必然性,也出现了许多新的需要解决的问题。从目前的现实情况看,还找不出一个更好的办法来代替承包制,所以要完善承包制,发扬其优点,克服其弊病。我认为,在中国进行企业改革和税收改革,要按照以下原则
The relationship between the state and the distribution of enterprises Enterprise contracting system is the product of urban reform, drawing on the experience of rural contract-free production system.
