近几年来,煤矿重大灾害事故频繁,不仅给国家和人民生命财产带来巨大损失,而且造成十分恶劣的社会影响,成为社会和舆论关注的焦点。对煤矿重大事故的调查与处理是法律赋予我们的职责,是避免和预防事故,搞好煤矿安全生产的一项重要工作。如何提高事故处理和调查分析水平,真正做到有责必负,有罪必罚,对煤矿安全监察机构执法提出了更高的要求。笔者根据几年来参与几起重特大煤矿事故的调查处理,谈谈这方面的认识。
In recent years, frequent coal mine accidents have not only caused tremendous losses to the life and property of the country and people, but have also caused extremely bad social effects and have become the focus of attention from the public and the media. The investigation and handling of major accidents in coal mines are the responsibilities entrusted to us by law and are an important task in avoiding and preventing accidents and in improving coal mine safety in production. How to improve the level of accident handling and investigation and analysis, truly responsible and guilty of crimes, put forward higher requirements for the law enforcement of coal mine safety supervision agencies. According to the author several years involved in the investigation and handling of several major accidents in coal mines, talk about this understanding.
