文章根据8省55个贫困县调查和文献检索，具有本科学历80％的农村卫技人员在过去15年中离开农村流向城市。本文探讨由于高学历卫技人员流失产生的直接影响，提出在开放人才市场后防止人才流失应采取的人才政策。
According to surveys and literature searches in 55 impoverished counties in 8 provinces, rural health technicians with 80% undergraduate degrees have left rural areas to migrate to cities in the past 15 years. This paper discusses the direct impact of the loss of highly-educated health technicians and proposes a talent policy that should be adopted to prevent brain drain after liberalizing the talent market.
