宣汉县在东南、双河等18个乡镇进行试点,以创办各类产业基地为依托,以扎实有效的产前、产中、产后服务为手段,切实转变乡镇领导方式和机关作风,取得了农村工作的主动权。目前已有270名乡镇干部创办经济实体和示范服务基地112个,其中示范基地68个。办有实体或基地的乡级部门98个,占总数的27%。这项措施,达到了“乡镇增收、财政减压、部门创利、农民致富”的目的,并给了我们有益的启示。启示之一:创办示范服务基地或实体,是乡镇财政增收减负的有效措施。18个乡镇共
