本文讨论了因政府对出租车进行数量控制,导致出租车行业存在经济租金;经济租金的有效分配方式是悉数归于财政,这就是营运牌照的有偿使用。其通行方法是公开招标发放,但在过渡期,公开招标发放是行不通的,长沙市推行的“定向售牌”是一种可供广泛借鉴的方法,不过,因此引出租值测算及定价问题。
This article discusses the government’s control of the number of taxis, resulting in the existence of economic rent in the taxi industry; the effective allocation of economic rent is fully vested in finance, which is the operating license paid use. The method of its passage is open tender, but in the transitional period, open bidding is unworkable. The “directional selling” implemented by Changsha City is a widely available method. However, it leads to the issue of rent valuation and pricing .
