(一)方针任务根据中央农业生产计划纲要的精种,和本省一九五○年的生产基础(老区除受灾地区外,一般已达到战前水平,部份工作条件较好的县份略有超过,及新区连百分之九十)。要求五一年在全省范围内恢复战前生产水平,新区争取达到战前水平,已达和超过战前水平之老区进一少发展。五二年、五三年在恢复战前生产水平的基础上,大力发展,扩大生产投资,争取产粮七四亿斤和棉花一.四亿斤,这到人民生活的逐步改善与提高,并发展水利,保护森林,扩大造林,以减除水旱灾害。在全省土地改革结束的基础上,贯彻生产奖励政策及组织起来与提高技术相结合的方向,使重视技述与对灾害进行严重斗争联击起来,并在可能范围内,依据面向工业、面向城市的精神,逐步的道行农业生产的改组及改组的准备工作。 (I) Policy and Tasks According to the plan of the Central Agricultural Production Plan and the province’s production base in 1950 (the old districts generally have reached the pre-war level except for the affected areas, and some of the districts with better working conditions are slightly over , And even 90% in the New Territories).
