中阳县地处晋西三川河流域的南川河,是黄河中游典型的水土流失重侵蚀区,全县农业人口9.52万,土地总面积214万亩。其中三川河流域内有农业人口7.36万,面积162.42万亩。境内自然地理条件恶劣,土地生产水平低下,是山西省贫困县之一,1983年三川河流域列为国家重点治理区之后,我县在总结经验教训、深化思想认识的基础上,采取有效措施,在18条重点小流域内坚持开展了以科学为先导,效益为中心的集中、连续、综合、重点治理,到1991年底,八年多时间,共投工1163.96万个,投资1683.14万元,完成治理面积53.48
