福建、广东两省是我国重点集体林区,经过几十年发展,商品林建设取得了很大成就,特别是在新形势下两省省委、省政府不失时机地提出新的发展战略,给林业发展增添了强大动力,商品林建设出现了以下新的特点:实施分类经营改革,经营方向正向定向培育转变;推进营林社会化进程,建设格局正向开放式转变;企业建基地,经营体制正向林工一体化转变;遵循物质利益原则,资金投入正向多元化转变;以普遍绿化为基础,经营方式正向集约经营转变。加强商品林建设,当前必须进一步明确发展思路,加强宏观管理,减轻木材税费,活化经营机制,全面推行林工一体化经营,调整树种结构。
