党的十八届四中全会《决定》在论述“全面推进政务公开”时指出,要“推进决策公开、执行公开、管理公开、服务公开、结果公开。”这里,把“决策公开”放在所有政务公开的最高端。新公共管理认为,政府只需掌舵,无需划桨。因此,有行政学派主张,“管理就是决策”。由强调决策的重要性出发,可见做好决策公开,是政务公开中的重中之重。
In its discussion of “promoting government affairs in an all-round way,” the “Decision” of the Fourth Plenary Session of the 18th CPC Central Committee pointed out that it is necessary to “promote the openness of decisions, carry out openness, open administration, open service and open results.” Here, Decision-making open “on the highest level of all government affairs open. The new public administration believes that the government only needs helm without paddling. Therefore, some administrations hold the view that ”management is decision-making." Starting from emphasizing the importance of decision-making, we can see that doing a good job of making decisions open is the top priority in the openness of government affairs.
