近年来,有关金融、石油等垄断行业的高管畸形高工资现象一直是社会关注的热点,也最为社会所诟病。于是,社会上要求“打破垄断”的呼声此起彼伏,特别是一些专家、学者也在反复强调这一观点。因为主张的人多了,叫喊的声音大了,重复的次数频繁了,以致挟持了社会舆论,形成了“打破垄断”的共识,垄断行业几乎成了人人喊打的“过街之鼠”。这种情况让人们不得不重新进行思考:处于绝对属于垄断行业的发电企业在与面向市场的煤炭企业的较量中为何处于下风?在涉及到国计民生甚至是国家安全的情况下,国家对一个行业到底是向市场开放,还是必须进行垄断?
