袁宝华指出,当前的改革形势很好,可是,好多国有企业仍处于困境,原因究竟在哪里?其中,有一个体制改革中的阵痛问题,另外还有“三个跟不上”的问题。具体来说,第一个跟不上,是企业的内部改革跟不上.譬如三项制度的改革。凡是抓紧了三项制度改革,企业都有了活力;不抓而丧失时机的,企业就处于困境。第二个跟不上,是宏观管理跟不上,包括法制建设跟不上。这几年,我们国家对国民经济运行的宏观调控能力削弱了。在改革的过程中应该逐步增强。第三个跟不上,是思想观念跟不上。有些企业,特别是有些处于困境的企业,他们不是在改革上找出路,而是把希望寄托在国家救济上。这样的思想观念与中央提出的建立社会主义市场经济体制的要求相差太远。出路何在?出路仍然在于改革,首先是企业内部改革。
