在中国灾害管理高级研讨班上,研讨各机构的灾害管理功能时,根据代表所在单位的性质,分为四个组:中央政府及各部委、联合国机构、省级机构、科学机构。每个组提出其它三个方面的灾害管理功能,最后得到各种机构在灾害准备(备灾)、灾害反应、恢复重建和减灾方面的灾害管理功能。这种其它机构对灾害管理功能的理解,有助于横向交流,了解各方面对本机构在灾害管理方面的要求,对于改进工作十分有益。
At the senior seminar on disaster management in China, when discussing the disaster management functions of various agencies, they are divided into four groups according to the nature of the units they represent: the central government and all the ministries, the UN agencies, the provincial agencies and the scientific institutions. Each group proposed the other three aspects of disaster management functions and finally received the disaster management functions of various agencies in disaster preparation (disaster preparedness), disaster response, rehabilitation and disaster reduction. The understanding of disaster management functions by such other agencies facilitates horizontal exchanges and understanding of all aspects of the Agency’s requirements for disaster management is very helpful for improving the work.
