After the second plenary session of the National People’s Congress passed in July 1955, the first five-year plan for the development of national economy in our country has been promulgated by the State Council separately to the ministries, commissions, bureaus, courts, tribunals and the provinces, autonomous regions and municipalities directly under the Central Government People’s Committee implementation.
