政府参与的历史背景 政府高度参与经济,是发展中国家在发展初期的共同特点。与此相反,现今已步入发达阶段的国家在其发展起始阶段,政府参与受到严格限制,政府对经济的作用相对较微。但是,由此而将发达国家当初的做法简单地引入当今的发展中国家,或以此为佐证否定发展中国家政府参与的合理性,那就殊为不当。因为,发达国家早期与发展中国家现今的政府参与方式及程度之所以大相径庭,根源于两者完全不同的历史背景。
The historical background of government participation The high degree of government participation in the economy is a common feature of developing countries in their early stages of development. In contrast, in the initial stages of its development, the countries that have entered the advanced stage are now subject to strict government participation and the government’s role in the economy is relatively small. However, simply introducing the developed countries’ practices into developing countries today or using them as a corroboration of the rationality of denying the participation of developing country governments is as inappropriate as it is. This is because the ways and extent of government participation in developed countries from the early days of developing countries are very different from those of developing countries. They are rooted in completely different historical backgrounds.
