为完善国家科委的《科技期刊学术类质量要求及其评估标准》,本文对其中的指标和评估标准进行了研究,对期刊获奖情况、被国内外重要数据库和权威性文摘期刊收录情况、刊登论文被各类基金项目资助的比例等指标,提出了修改意见。并增加了篇均引文率、著者高级职称(或博士学位)比例、影响因子、被引频次和篇均被引数、他引率、即年指数、引用半衰期、性能价格比等指标。对于英文版的科技期刊,除了增加上述条款外,还需增加国际化的指标和评估标准:即国外编委比例、国外著者论文比例、国际性编辑部、国外发行、国际版权协议、网络和编排格式国际化。
