推动县级政府采购工作开展,扩大其政府采购实施范围和规模,是2005年全国政府采购工作开展的重点。与中央本级、省市级政府采购相比,县级政府采购工作发展相对缓慢,有些地方甚至是步履维艰。笔者通过对县级政府采购的走访与调查,了解到,目前县级政府采购工作虽然取得了一定成绩,但是也暴露出不少问题,有些还相当突出,主要表现在以下几个方面。——认识难。由于政府采购在我国开展的时间不长,还没有被广泛的认可和接受,尤其是在一些不发达地区、少数民族地区和偏远地区财政困难县(市),谈到政府采购,仍

Compared with central, provincial and municipal government procurement, the development of county-level government procurement is relatively slow, and some places even struggle.
