在全面推进素质教育,深入贯彻科学发展观的大背景下,实施优质教育已成为基础教育的历史使命,而创建优质学校则是实施优质教育的基础和保障。但是,长期以来,人们对优质学校的内涵与特征尚存争论,在一定程度上影响了人们对优质学校办学实践的探索。为此,清晰而科学地界定优质学校的内涵及其基本特征,对引导我国基础教育均衡发展,推动中小学薄弱学校改进具有重要理论与实践意义。
Under the background of promoting quality education in an all-round way and thoroughly implementing the concept of scientific development, implementing quality education has become the historical mission of basic education. Establishing a quality school is the foundation and guarantee for the implementation of quality education. However, for a long time, people still controversy about the connotation and characteristics of high quality schools, to a certain extent, people’s exploration of the practice of high quality schools. For this reason, defining the connotation and basic characteristics of high quality schools clearly and scientifically has important theoretical and practical significance in guiding the balanced development of basic education in our country and promoting the improvement of weak schools in primary and secondary schools.
