科技系统的运行由输入、输出、机制和控制等要素构成,它本质上是一种过程系统,并具备增值性、层级性、动态性和可控性等过程特征。科技发展质量作为科技系统运行的一种状态描述,因而从过程模式的角度来设计科技发展质量的评价是可行和合理的,亦有利于对科技发展质量的有效管理。本文基于过程模式的管理理论,从输入评价、输出评价、机制评价和控制评价设计了科技发展质量评价指标体系。
The operation of S & T system consists of input, output, mechanism and control. It is essentially a kind of process system and possesses such process features as value added, hierarchical, dynamic and controllability. The quality of S & T development is a state description of S & T system operation. Therefore, it is feasible and reasonable to design S & T development quality assessment from the perspective of process model, and it is also beneficial to the effective management of S & T development quality. Based on the management theory of process model, this paper designs the index system of quality evaluation of science and technology development from input evaluation, output evaluation, mechanism evaluation and control evaluation.
