青岛模式的特点是,区域经济主要靠大企业支撑。在青岛有海尔、海信等十大集团。十大集团对青岛经济的贡献占整个青岛经济的50%以上。相比之下,青岛的民营经济并不怎么发达,中小企业在青岛经济中所发挥的作用比较小。温州模式的特点是,区域经济主要靠小企业支撑。温州有近10万家中小企业,中小民营企业对温州经济贡献率高达90%。由于历史原因,国家对温州很少有投资,温州几乎没有什么大型国有企业和集体企业。
