西部原油成品油管道工程自新疆乌鲁木齐市至甘肃兰州市,敷设管道近4000公里。工程由管道局以设计、施工、采办总承包模式(EPC模式)承担。在管道局EPC管理下,由管道局所属的施工单位以及各油田施工单位共16家分包商共同参建。这就必然带来了文化融合和文化统一的问题。全面加强西部管道工程文化建设,对保证工程高标准、高质量、高效率,具有举足轻重的意义。
