我们昔阳县是个土石山区,有二十个公社,四百一十一个大队,二十一万人口。解放前昔阳是个穷地方。山穷河穷人也穷,再加上十年九早,除了占人口百分之几的地主、富农,广大贫下中农的生活是很苦的。不知有多少劳动人民受各种疾病的折磨,被夺去了生命。解放以后,在共产党和毛主席的领导下,广大群众在向剥削阶级、剥削制度、剥削思想不断进攻中,也向旧社会遗留的病害开展了斗争,在卫生这条战线上取得了不断胜利。但是,卫生战线也象其它战线一样,曾经受到了刘少奇修正主义路线的很大干扰,特别是三年暂时困难时期,资本主义泛滥,广大农村仍然是缺医少药。四百一十一个大队只有九十五个大队有医疗卫生机构,二十一万人口中只有一百一十名医生。农村的广大社员有病找不到医生诊断,诊断了又找不到药品,有了重病住不了医院。群众气愤地责问当时的卫生领导机关:你们把医生和药品都藏在那里了?责问当时的县委:你们心中还有没有广大贫下中农?

There are only 95 brigades in a 141 brigade with medical and health facilities. There are only 110 doctors in a population of 210,000. Many members of the rural community were ill and could not find a doctor to diagnose. They couldn’t find medicines because they were diagnosed. They couldn’t live without a serious illness. The masses angrily questioned the leading health authority at the time: Did you hide the doctors and medicines there? Responsible for the county committee at that time: Do you have a large number of poor middle-aged farmers?
