胡锦涛同志在“7.23”讲话中强调:全党要增强紧迫感和责任感,坚持党要管党、从严治党,全面加强党的思想建设、组织建设、作风建设、反腐倡廉建设、制度建设。这当中,讲话把“反腐倡廉建设”放在了“制度建设”前面予以强化,进一步突出了这一工作的重要性和紧迫性。反腐倡廉建设的重点是完善惩治和预防腐败体系,不断增强工作的系统性、协调性、科学性。
