尊重党员主体地位和保障党员民主权利,发挥党员主体作用是贯彻落实科学发展观的客观要求,是构建社会主义和谐社会的现实需要,是推进党内民主建设的关键。发挥党员主体作用必须确立正确的基本原则,必须强化党员意识尤其是党员的主体意识,必须努力推进党的制度创新,为党员主体发挥作用创造平台,提供保障。同时必须营造良好的环境,只有这样,才能更好更有效地发挥党员主体作用,从而取得党的建设新的伟大工程的新胜利。
Respecting the principal part of party members and safeguarding the democratic rights of party members and giving play to the role of the party members as the principal part are the objective requirements of implementing the scientific concept of development. They are the realistic needs of building a harmonious socialist society and the key to promoting intra-party democracy. We must establish the correct basic principles to play the role of the main body of party members, and we must strengthen the party members ’awareness, especially the party members’ main body consciousness. We must strive to promote the institutional innovation of the party and create a platform and guarantee for the party members to play their role. At the same time, a good environment must be created.
