《中国共产党各级领导机关文件处理条例(试行)》第九章第二十九条规定:“文件一般只发组织,不发个人”。《国家行政机关公文处理办法》第四章行文规则中也有类似规定。而我们做办公室工作的同志,常常遇到这种情况:即有些机关单位往往把公文投寄给领导者个人,以示“重视”。这些单位或个人不懂得公文处理程序,认为给领导者个人就会产生好的效果,其实则不然,事与愿违。
Article 29 of Chapter Nine of the Regulations on the Handling of Files by the Leading Organizations at Leading Levels of the Communist Party of China (Provisional) stipulates: “Documents are generally organized and not sent individually.” Similar rules are also found in the wording of Chapter IV of the Measures for Handling Official Documents in State Administrative Organs. The comrades who work in the office often encounter such a situation: some organs and units often send official documents to the leaders personally to show “great importance.” These units or individuals do not understand the document processing procedures, that individuals will have a good leader will produce results, in fact, otherwise, contrary to ambition.
