这几年我市非公有制企业工会组建工作取得突破性进展,由乡镇(街道)、村(居)企业工会组成的“小三级”工会组织网络基本形成。市总工会根据省总的要求,决定在2002年至2003年间甚至更长一些时间内,开展“‘小三级’工会规范建设年”活动。 一、运用试点经验,在摸清现状的基础上制定好规范建设方案 “小三级”工会规范建设抓什么,怎样抓?试点的实践告诉我们,一要敢于面对一个“难”字。“小三级”工会缺少会抓工会工作的工会干部,缺少经费,缺少时间和活动场所,不少同志还缺乏积极的思想认识和工作态度。面对这些困难,试点单位的同志树立“办法总比困
In recent years, breakthroughs have been made in setting up trade unions in non-public-owned enterprises in our city. A network of “small three-tier” unions organized by townships (neighborhoods) and village (village) enterprises has basically taken shape. According to the general requirements of the province, the municipal Federation of Trade Unions decided to carry out the activity of “standardizing the construction of small-scale third-level trade unions” during the period from 2002 to 2003 or even longer.
