伊犁地区位于新疆西北边陲,辖八县一市,素有新疆“粮仓”之称,粮食总产量居全疆第一。自1998年4月以来,伊犁州分行坚决贯彻执行国务院粮改决定和总行、分行的一系列要求,围绕实现收购资金封闭运行的目标做了大量艰苦细致的工作,取得了明显效果,各项工作走上规范化管理的轨道,各项考核指标达到了上级行的要求。特别是信贷科作为州分行的主要业务科室,发挥了主力军和突击队的作用。一、紧扣粮改政策,主动做好工作信贷科在州分行党组的领导下,能够很好地把握“三项政策、一项改革”给封闭运行工作带来的有利契机,从推进本地粮改的大局出发,积极主动地做好相关工作。1、摸清企业现状,占据改革先机。在全地区开展粮食财务挂帐清查审计之前,伊犁州分行党组及早研究分析了粮改实施过程中可能出现的问题,制定了对企业亏损挂帐、财务管理和资金占用情况进行全面清理的方案。在信贷科具体组织和参与下,在全辖范围内展开了此项工作,并到各县支行巡回指导,搜集
