公安部党委继大讨论、大练兵、大接访等战略动作之后,又将2006年作为公安机关“基层基础年”。这不仅是与三大战略动作一脉相承的必然之举,更是着眼公安建设可持续发展的千秋大计。辽宁公安机关将深刻理解部党委指示精神,以更高的起点、更高的层次来认识和研究基层基础建设;着眼本地实际,切实解决具体问题、难点问题,扎扎实实推进基层基础建设。
Following the strategic discussions held by the Ministry of Public Security and party committees on major debates, such as large-scale training and large-scale visits to the country, 2006 also saw the year 2006 as the “Basic Year for Basic Social Responsibility” of the public security organs. This is not only an inevitable move in the same strain as the three strategic moves, but also a vision for the sustainable development of public security construction. Liaoning’s public security organs will profoundly understand the directives of the party committees and understand and study grassroots infrastructure at a higher starting point and higher level. With a view to local conditions, they will earnestly solve specific problems and difficulties and advance solidly the grass-roots infrastructure.
