人们每天在收看电视,收听广播或阅读报刊时,常常听或见到空白转帐支票“遗失声明”之类的广告。遗失单位不仅要支付一笔广告费,而且,靠“遗失声明”挽回经济损失的把握并不大,很容易产生支票遗失后被他人盗用的空隙。为此,笔者建议采用一种简便易行且比较有效的解决办法。即银行在原“转帐支票”(四联式)格式中,在付款单位栏目内再增加“持票人姓名”和“持票人居民身份证编码”两个子栏目;在收款单位栏目内再增加一项“受票人姓名”子栏目。付款单位在发放空白转帐支票时,必须先逐项填写各栏目,不能遗漏“持票人姓名
