The RRC sublayer protocol is an important part of the GMR-1 system. The cell selection in idle mode is an important function of the RRC sublayer. This paper introduces the concept and principle of RRC sub-layer idle-mode cell selection, and on this basis proposes a suitable cell selection strategy for GMR-1 system
