在招标采购工作规模化、集中化的大背景下,烟草行业仍然存在大量“小、零、散”的采购需求。本文以上海烟草集团为背景,论述了烟草行业招标采购的特点,创造性地提出了定点供应商的招标采购模式,并通过烟草机械设备零配件采购项目案例的分析和介绍,为推广和运用此类采购模式提供重要参考。
