党内参与机制是实现党员主体地位的基本途径,是提高党执政水平的前提条件,是保证权力良性运行的重要手段,是推进党现代化建设的内在要求。目前我党党内参与受个体主体意识、参与能力及党的思想建设、制度建设、作风建设等多种因素的影响不能有效实现。为此,党内参与必须构建与完善教育引导机制、信息沟通机制、选举票决机制、共议决策机制、评议监督机制等,并加快程序法、保障法的建设。
The party participation mechanism is the basic way to realize the party’s main body status, is the prerequisite for raising the party’s governing level, is an important means to ensure the benign operation of power, and is an inherent requirement for promoting the party’s modernization. At present, the internal party involvement in our party can not be effectively realized under the influence of many factors such as the awareness of the individual subject, the ability to participate, and the party’s ideological construction, system construction and style construction. To this end, we must establish and perfect the education guidance mechanism, the information communication mechanism, the election and vote mechanism, the consensus decision-making mechanism, and the evaluation and supervision mechanism within the party participation, and accelerate the construction of procedural law and safeguard law.
