目前我国正在进行以建立科学、合理、规范的价格形成机制和价格管理体制为目标的公用事业价格改革,其中一个重要方面就是要求在调整公用事业商品的价格时,必须保证其价格控制在合理水平上,使其既有利于公用事业的发展,保证需求、促进节约,又要充分考虑用户的承受能力。本文从居民用户和工业企业两类用户来研究分析公用事业商品价格用户承受能力测算的一般方法,为制定和调整城市公用事业商品价格提供方法和依据。
At present, our country is carrying on the price reform of public utilities aimed at establishing a scientific, reasonable and standardized price formation mechanism and price management system. One of the important aspects is that we must ensure that the price of public utilities should be adjusted to a reasonable level So that it is conducive to the development of public utilities to ensure demand, promote conservation, but also give full consideration to the user’s ability to withstand. This paper studies the general method of calculating the end users’ affordability of public utilities from two types of users: resident users and industrial enterprises, and provides the methods and basis for formulating and adjusting the prices of urban public utilities.
