随着深化改革,减员增效、扭亏增盈工作的全面推进,出现了部分党员下岗、息工、劳务输出和内部遇养等情况,如何把这部分党员管理好,使他们离岗不离党,是今后一个时期党员管理教育工作中的突出问题,也是摆在各级党组织面前的新课题。
