服务型政府的建设中一个重要的课题就是要通过一种全新的人力资源管理制度设计使政府工作者具有服务意识,完成政府服务职能。通过建立具有服务型特征的政府人力资源管理制度,可以推进服务型政府的建设。
An important issue in the construction of service-oriented government is to design a new system of human resources management to make government workers have a sense of service and complete the function of government service. By establishing a government-owned human resource management system with service characteristics, we can promote the building of a service-oriented government.
