党内民主是党的生命,也是党内监督的基础。党内民主的状况影响和制约党内监督工作的水平,如果党内民主发扬不够,批评与自我批评的气氛不浓,监督就不可能落到实处。因此,在贯彻实施《中国共产党党内监督条例》的过程中,就要充分认识发展党内民主的极端重要性,切实保障各级党组织和广大党员行使民主权利;就要唤起广大党员的主人翁意识和责任感,充分发挥其参与党内事务的积极性、主动性、创造性。
Inner-party democracy is the life of the party and the foundation of inner-party supervision. The influence of inner-party democracy and the restriction of the level of supervision within the party can not be implemented without supervision if the inner-party democracy is not sufficiently developed and the atmosphere of criticism and self-criticism is not strong. Therefore, during the implementation of the “Regulations for the Supervision of the Communist Party of China,” we must fully understand the extreme importance of developing inner-party democracy and earnestly guarantee the exercise of democratic rights by party organizations and the majority of party members at all levels. We must arouse the ownership of the vast majority of party members Awareness and sense of responsibility, and give full play to their enthusiasm, initiative and creativity in participating in party affairs.
