1.申报课题经费难科研需要经费,目前可以通过儿种渠道申请。但是申报课题需要申报费,加上文献检索费,也是一笔相当可观的数目。如果原来有基础,可从积聚下来的科研经费中开支一些;但是对刚申请深题的中青年科技人员来说,这笔申报费从何开支?课题申报后,又有多少机会能中选?僧多粥少,有的同志申报几次,几次未中。赔了本钱,又花很多精力,就再没有勇气来尝试了。当然,如果因申报的课题是低水平的重复等等,倒也无活可说;但有的却不属于这方面的问题,是权力的因素起到一定的作用。
