文章从我国的国情出发 ,结合南宁市的市场化发育程度 ,提出了从建立以税收为主体、以规范的非税收收入为辅的公共财政收入体系 ,科学界定财政供给范围 ,改革公共产品的供给方式 ,建立与市场经济相适应的预算管理新机制 ,推进一系列配套措施改革等方面着手的整体构架思路。
Starting from the national conditions of our country and combining with the marketization development of Nanning City, the article puts forward that from the establishment of a public financial revenue system with tax as the main body and supplemented by the standard non-tax revenue, the paper defines the scope of the financial supply scientifically and reforms the supply of public goods Approach, establish a new mechanism for budget management that is compatible with the market economy, and promote a series of structural reform measures such as supporting the overall framework of thinking.
