胡锦涛总书记2月3日在中央党校发表重要讲话强调:“综合分析国际国内经济形势,转变经济发展方式已刻不容缓,我们必须见事早、行动快,积极应对,关键是要在‘加快’上下工夫、见实效。”讲话全面阐述了加快转变经济发展方式的重要意义、主要任务和战略重点,在8个战略重点及其内含的30个具体要点前面都附辍了“加快”二字。强烈的忧患意识、急迫的推进决心溢于言表,既像号角催人奋进,也为“两会”定了基调。
