73/78防污公约被认为是迄今为止世界上最为重要的一个防止海洋污染的国际公约,它由国际海事组织(即原来的政府间海事协商组织)于一九七三年制订、一九七八年修订。该公约有二个议定书和五个附则,目前共有三十五个会员国和一个准会员参加了该公约。公约五个附则中,附则Ⅰ——防止油污规则和附则Ⅱ——防止散装有毒液体物质污染规则已于一九八三年十月二日生效,但后者的执行日期较前者推迟了三年。其它三个附则,即:防止包装有害物质污染规则、防止生活污水污染规则以及防止船舶垃圾规则为任选附则(即可参加亦可暂不参加),目前尚未生效。
The Anti-Fouling Convention, 73/78, is considered to be by far the most important international convention for the prevention of marine pollution in the world. It was established by the International Maritime Organization (IMC) in 1973, Eight years revision. There are two protocols and five annexes to the convention, and a total of 35 Member States and one associate member currently participate in the convention. Of the five Annexes to the Convention, Schedule I - Prevention of Oil Pollution and Annex II - Rules for the Prevention of Pollution of Bulk Noxious Liquid Substances came into effect on October 2, 1983 but the latter has been implemented for a period of three years later than the former . The other three supplements, namely: to prevent the packaging of harmful substances pollution rules to prevent domestic sewage pollution rules and rules to prevent ship rubbish as an optional Supplementary Provisions (that is, can participate in or not to participate), has not yet come into effect.
