第一条:为了广泛的动员在乡知识分子参加冬学运动认真负责的完成教学任务。并为鼓励教师与学员工作、学习的热情,发挥其积极性、创造性,树立冬学模范旗帜,为今后农民业余教育奠定基础,根据「安徽省人民政府关于一九五二年冬学运动的指示」第五、六项的规定,特制定本办法。第二条:冬学清寒教师补助办法:(一)凡教学热心积极负责,而生活确实困难的贫苦教师,经乡人民政府提名,报区人民政府审核批准者,均得给予补助;(二)清寒教师补助名额,按冬学分配学员任务五百人补助教师一人的比例补助之;(三)一般地区每人每月补助二万至三万元,灾区及副业生产较困难地区每人每月补助三万至四万元;(四)补助时间自一九五三年元月起至三月止。第三条:冬学模范教师、学员评奖办法:
