随着航运事业的发展,海上船舶密度不断增大,航行环境越来越加复杂,船舶与潜艇在海上相遇的机会明显增多,避碰问题尤为重要。由于潜艇的特殊结构,机动性能差和强调行动隐蔽,在执行《1972年国际海上避碰规则》(以下简称《避碰规则》)和实施避碰行动时有其局限性和被动性,容易被水上船舶忽视造成误会。因而,研究其避碰特点,具有十分重要的意义。
