南平市延平区梅山街道办事处下设8个社区居委会,总人口3.43万人,辖区内共有省、市、区属单位75家,社区就业服务工作站1个,社区就业服务工作室8个。2001年以来,街道党工委、办事处通过社区物业管理、家政服务、社区居委会、街道个私企业、市场摊位等岗位,安置下岗、失业人员就业384人,城镇登记失业率降低了2.1个百分点,失业率控制在3.6%,得到了国家、省、市、区劳动保障部门领导的肯定。社区就业服务组织网络健全梅山街道在8个社区居委会成立了社区就业服务工作室,由社区居委会主任兼任工作室负责人,在居民小区里成立了社区就业服务小组113个,在社区单位、企业聘请了社区就业信息员68人,形成了街、居、组、单位四级社区就业服务网络,并实行就业服务站与社区服务中心合署办公,同时给予四条扶持措施。一是人才扶持。从街道机关挑选了3名具有基层工作经验,有开拓能力的工作人员到中心任职;二是场地、设备扶持。在办事处场所紧张的情况下,在市、区繁华地段腾出了一间店面给社区服务中心作为办公场地,并解决了电脑、电话、复印机等办公设备;三是资金扶持。办事处拨出10万元专款作为开展工作的启动资金,解决了开办经费紧张的问题;四是政策扶持。把街道企业创办的管理职能移交给社区服务中心,并在各社区居委会成立了社区服务站,形成了层层服务的社区服务网络,为推动社区就业工作打下坚实的组织保证。
