以“两个主体”和“两个负责制”为内容的安全工作基本责任制度是安全生产工作的一项重要组成部分。企业是安全生产责任主体,政府是安全生产监管主体;实行企业法定代表人负责制、政府行政首长负责制。责任层层落实一直到基层,落实到岗位,将安全生产控制指标体系,纳入政绩和业绩考核。
The basic responsibility system for safety work based on “two main bodies” and “two responsible systems” is an important part of safety work.
