社会主义国家的经济体制改革,该不该和能不能实行计划经济与市场调节相结合的体制模式,是一个完全崭新的理论课题和实践课题。中国总结了12年改革的实践经验,再次宣告选择了计划经济与市场调节相结合的体制模式。但是,理论界对于该不该和能不能实行计划经济与市场调节相结合的问题,至今还没有取得共识;而实践部门对于怎样实现计划经济与市场调节相结合的问题,至今仍在继续探索之中,甚至有的仍在犹豫之中。原因就在于没有弄清实现计划济与市场调节相结合的主要矛盾在哪里。什么是实现计划经济与市场调节相结合的主要矛盾?回答这个问题要从分析两种不同模式的计划经济开始。
The reform of the economic system in the socialist countries should not be implemented with the institutional model of a combination of a planned economy and market regulation. It is a completely new theoretical issue and a practical topic. China summarized the practical experience of the 12-year reform and once again declared that it has chosen the mode of combining the planned economy with the market adjustment. However, there is still no consensus among theorists on whether or not the combination of planned economy and market regulation should be implemented. However, the practical departments are still continuing to explore ways of how to combine planned economy with market regulation. Among them, some are still hesitating. The reason is that there is no clear understanding of the major contradictions between the combination of planned economy and market regulation. What is the main contradiction between the combination of planned economy and market regulation? To answer this question we should start with the analysis of two different modes of planned economy.
