自1983年起,我们湖南省统计局社会处就逐步认识到:由于我国社会统计所涉及的各个专业都是由各个专业部门直接管理的,在统计业务上,我们不可能、也没有必要统统管起来;在行政管理体制上,我们同各部门是平行的兄弟关系,没有领导和指挥他们的权力。而我们开展工作又必须依靠他们,社会统计必须建立在部门统计的基础之上。只有充分发挥政府统计部门的综合、协调与管理职能,加强同有关部门的协调与合作,才能把社会统计工作搞好。为了加强同有关部门的协调与合作,我们主要做了以下几项工作:
