本文提出一个新问题。作者从经济角度看待档案馆,认为档案馆责任制的形式主要由两个环节构成,一个是国家对档案馆实行贵任制;一个是档案馆对职工实行责任制。他还强调建立与档案馆经济责任制并存的政治责任制和法律责任制。
This article raises a new question. The author looks at the archives from an economic point of view. He believes that the form of the archives’ responsibility system is mainly composed of two parts: one is that the state implements the system of appointment for archives; the other is that the archives implement the responsibility system for staff and workers. He also emphasized the establishment of the political responsibility system and the legal responsibility system coexisting with the economic responsibility system of archives.
